Dr. Syed Z. Ahsan, M.D., MPH, DFAPA

Dr. Ahsan has more than 30 years of experience in psychiatry. He has provided psychiatric services in hospitals, community mental health settings, private practice, and correctional facilities. Dr. Ahsan is a dedicated and compassionate mental health professional providing comprehensive psychiatric services to individuals across the lifespan. With a strong commitment to patient-centered care, Dr. Ahsan specializes in diagnosing and treating a wide range of mental health conditions, including anxiety disorders, depression, bipolar disorder, ADHD, trauma-related conditions, and substance use disorders.

Dr. Ahsan earned his medical degree from Jinnah Sindh Medical University in Karachi, Pakistan. He completed residency training in psychiatry at Lincoln Hospital and the Child and Adolescent Fellowship at Columbia Presbyterian Hospital, both in New York. He established psychiatric services at Lee County Community Hospital in Virginia. He has participated in clinical research and has presented on topics including aggression management, anxiety disorders, psychiatric care in primary care settings, panic disorder, and mental illness within the legal system. Dr. Ahsan remains is engaged in ongoing professional development to stay current with advances in mental health care. He is a member of NAMI and Rotary International and participates in local community events.


Dr. Ahsan integrates evidence-based practices with a holistic approach, considering each patient’s emotional, psychological, and social well-being. He emphasizes collaboration, working closely with patients to develop individualized treatment plans that align with their goals and lifestyle. He is known for creating a safe, nonjudgmental environment where patients feel heard, respected, and empowered. He believes that effective mental health treatment begins with empathy, trust, and a personalized approach to healing.

Jaskiran (Sonia) Singh, PMHNP, CFNP, CFPP

Sonia is a board-certified Family Nurse Practitioner and board-certified Psychiatric Mental Health Nurse Practitioner. She earned her master’s degree in Psychology from Punjab University, followed by her Master of Science in Nursing from Old Dominion University.

Sonia has more than 20 years of experience practicing as a Family Nurse Practitioner in primary care, cardiology, and long-term care settings. Over time, her clinical focus evolved toward mental health, where she has been practicing psychiatry for over five years. During her years in family practice, she developed a strong interest in addressing psychiatric conditions alongside chronic medical illnesses, recognizing the important connection between mental and physical health.

She takes a holistic, patient-centered approach to care, emphasizing the mind-body connection. In addition to medication management, Ms. Singh incorporates lifestyle modification, mindfulness techniques, and psychotherapy into treatment plans to support overall well-being and long-term recovery.

Sonia resides in Williamsburg, Virginia with her husband, two daughters, and their dogs.

Susan L. Jarek, PMHNP

Professional Summary: Board-certified Psychiatric Mental Health Nurse Practitioner (PMHNP), providing holistic, spiritually infused, interdisciplinary psychiatric care to adults. Exceptional knowledge and clinical experience in the assessment, diagnosis, treatment, and ongoing medication management of psychiatric disorders.

Rachel Gross Delbos, MApStat, PMHNP, CFPP

Rachel is a board-certified Psychiatric Mental Health Nurse Practitioner (PMHNP-BC) devoted to supporting adolescents and young adults. She has experience working across a variety of mental health settings, including inpatient care. Her goal is to empower young people with the tools they need to move with confidence toward healing and a meaningful life. She believes healing begins with connection and works to build trusting relationships that honor each person’s unique story and identity.

She earned a master’s degree in nursing from Old Dominion University. Her background includes a master’s degree in applied statistics (MApStat), work in epidemiological research, and as a professor of statistics at The College of William & Mary. This foundation allows for a thoughtful, evidence-informed perspective to care.

Rachel takes an integrative approach that blends evidence-informed medication management, psychotherapy, lifestyle modification, and functional psychiatry. She has training in Mindfulness-Based Stress Reduction (MBSR) and LifeForce Yoga for anxiety and depression. She is a Certified Functional Psychiatry Provider (CFPP) through Psychiatry Redefined, allowing her to explore root causes and develop personalized, whole-person treatment plans.

Karen Kaechele Costantino, PMHNP, M.S. Integrative Medicine, Health Coach

Karen’s Philosophy: To use compassion and kindness - treat the whole person, holistically.  Encourage one’s health journey towards their highest wellness, by optimizing brain health (e.g. movement, nutrition, sleep, meditation, etc). Conservatively use (or reduce) medications and supplements that are evidence-based. Listen empathetically and collaboratively with clients to discover their strengths, their inner reasons for change, and to help them build confidence to improve their lives. 

Education: Board-certified Psychiatric Mental Health NP (Walden University, with honors); M.S., Integrative Medicine, GWU (Functional/Holistic Medicine); Health Coach, Duke; Psychedelic-Assisted Therapy Training (in progress), IPI; and B.S, Engineering, UVA.  

Experience: Since 2016, Karen has cared for patients nonjudgmentally, across a spectrum of disorders related to anxiety (OCD, panic, etc), depression, mood/bipolar, psychosis, ADHD, ASD, persons with higher weight, persons identifying as LGBTQ +, and more. Karen is skilled in ketogenic psychiatry and psychotherapy. She enjoys yoga, paddleboarding, skiing and meditation.

Elsa I. Beck, LPC

Education: Elsa holds a Master of Counseling Psychology and is a Registered Play Therapist. She is a native Spanish speaker and a Licensed Professional Counselor.

Experience: Elsa has worked with children in the U.S., Germany, and the United Kingdom, both in school a system and in a childcare setting. Furthermore, Elsa has experience working with parents, groups, families, couples, and individuals.

Treatment Philosophy: Elsa tailors her approach to the unique needs and preferences of children and adult clients, using an Integrative Perspective that is based on valuing human potential, actively exploring feelings, recognizing our abilities, and strengthening our relationships.

Sarah W. Bisconer, Ph.D.

Education: Dr. Bisconer completed her Master’s degree in Counseling Psychology in 1980 and her Doctoral degree in Educational Psychology in 1990. She is a Virginia Licensed Professional Counselor and a Virginia Licensed Applied Psychologist.

Experience: Dr. Bisconer was the Director of Research and Evaluation for the Center for Disabilities Studies at the University of Hawaii at Manoa from 1989 to 1996. She worked for Eastern State Hospital for nine years as a treatment team psychologist. She worked for Colonial Behavioral Health, Emergency Services, for ten years as a crisis counselor and she supervised Emergency Services for seven years. She has worked in the Department of Psychological Sciences at William & Mary as Adjunct Associate Professor since 2001 and in that role she teaches psychology courses and mentors students in clinical research processes. She has worked as an Independent Medical Examiner for mental health court hearings at Eastern State Hospital since 2016.  Dr. Bisconer has many published research articles and book chapters in her areas of expertise.

Expertise and Treatment Philosophy: Dr. Bisconer provides counseling services to individuals 17 years and older who are seeking treatment for a recent loss or trauma, a depressive disorder, anxiety disorder, bipolar disorder, psychotic disorder, substance use disorder, attention deficit disorder, emotion dysregulation disorder, trauma disorder, and co-occurring disorders. A multidimensional integrative model informs her assessment, diagnostic, and treatment practice. She recognizes that an individual's presenting problem can be influenced by biological, developmental, cognitive, behavioral, emotional, social, and interpersonal factors. Dr. Bisconer is trained as a scientist-practitioner. She seeks to implement evidence-based treatments that enable individuals to develop safe, healthy, happy, and productive lives.

Melvin G Snead, MS, LPC, LMFT

Education: Master of Science in Rehabilitation Counseling from the Medical College of Virginia and Bachelor of Social Work from Virginia Commonwealth University.

Experience: Melvin "Mel" Snead has over 30 plus years of experience providing individual and group mental health and substance abuse treatment in public and private agencies.

Expertise: Crisis counseling, life stage issues, elder care, substance abuse treatment, men's issue, couples counseling, marital counseling, anger management, workplace issues, depression and anxiety, family abuse survivors, and adult children of alcoholics. Mel utilizes a cognitive behavioral, psychodynamic, and problem-solving approach to help his clients to cope with and resolve their presenting issues.

Brendina D. Tobias LCSW, MSW

Education: Master of Social Work - MSW Norfolk State University and Bachelor of Arts Christopher Newport University.

Experience: Providing therapeutic counseling and clinical social work services to individuals, families, and groups for over 35 years.

Service delivery in various settings: Department of Mental Health in-patient, residential, private, child-abuse prevention, community mental health out-patient, private practice, The American Red Cross, mental health, school social work, and victim assistance.

Expertise: Assessments attention deficit disorder, bereavement, case management, crisis intervention, post-traumatic stress disorder, school social work, victim assistance, and work with military families.

Jamie Ware-Jondreau, LPC

Education: Master in Community Agency Counseling from Hampton University with 30 years of experience.

Specialty and Expertise: Ms. Ware-Jondreau has dedicated her career to providing mental health care to adults, children, adolescents, and their families. Jamie has worked in areas of dual disorders behavioral concerns, ADHD, PTSD, affective disorders, and emotional dysregulation disorders. She provides treatment in the areas of domestic violence prevention, anger management substance abuse education and prevention, self-injury, and trauma-related areas. She has always implemented a strength-based treatment approach to include motivational interviewing, motivational enhancement, behavioral therapy, cognitive behavioral therapy, and dialectical behavioral therapy. Ms. Ware-Jondreau has a wide range of experience, which includes working in psychiatric hospitals, detention centers, and in outpatient community-based settings.

Joelle Griffin , LPC

Education:  Joelle Griffin  completed her Master of Education in Community Counseling from the College of William and Mary in 2008 and is a Licensed Professional Counselor.

Expertise and Treatment Philosophy:  Joelle provides counseling services to children, adolescents, and adults dealing with mood disorders, life transitions, anxiety, grief, relationship conflict, and other issues. Guided by person-centered therapies, her approach is informed by her extensive career in education and the arts, including work experience from the primary level to college instruction. She is a certified Montessori teacher. Joelle has also completed training in the Bonny Method of guided imagery and music, and she is pleased to offer this modality to appropriate clients.
